Who is delivering the Project in Northern Ireland?
Sperrin Lakeland Health & Social Care Trust is the lead partner for the RAFAEL project in Northern Ireland. We have a number of other partners who are working closely with us to achieve the objectives of the RAFAEL project. These partners are: · Western Investment for Health· Department of Agriculture and Rural Development (DARD)· Atlantic Organics· North West Rural Development Limited· Central Services Agency – Regional Supplies Service Project Management support is provided by Strabane Farmers Forum This section tells a little about each of the partners involved in the RAFAEL project.
Sperrin Lakeland Trust
The Sperrin Lakeland Health and Social Care Trust came into existence on 1 April 1996.Our mission statement and aims :
“To enrich and enhance the quality of life for the whole community through the provision of relevant and efficient health and social care.”
The area served by the Sperrin Lakeland Health and Social Care Trust covers three District Council areas, Omagh, Fermanagh and about one third of Strabane. The Trust delivers health and social care to approximately 120,000 people spread across 1,000 square miles in some of Northern Ireland’s most remote and marginal rural areas. The Sperrin Mountains, which dominate the northern portion, and the Fermanagh lakes, which do likewise for the southern portion, add to the scenic splendour. However, less than a third of the population live in the two large towns of Omagh and Enniskillen, the remainder living in smaller towns and villages and in the open countryside.
The Trust provides a full range of health and social services in West Tyrone and Fermanagh area of Northern Ireland. The main categories of services include: · Acute hospital services· Family and child care services, eg. child protection, fostering and adoption services· Services for people with a learning disability and/or physical or sensory disability · Mental health services,· Elderly care services We have a budget of over £125 million. Western Investing for Health (WIFH)
The role of the Western Investing for Health Partnership is to take forward, at a local level, the Northern Ireland Executive’s plans to improve the health of all our people and to reduce health inequalities. These plans are outlines in the Investing for Health Strategy, recognised as one of the most forward looking public health strategies in Europe. Our main purpose is to identify opportunities for improving the health of the people of our area by addressing the social, cultural, economic and environmental causes of health and developing a partnership approach amongst Departments, public bodies, local communities, voluntary bodies, District Councils and the social partners.Our health improvement plan is the primary vehicle for taking forward locally the Northern Ireland wide Investing for Health Strategy.The WIFH Partnership brings together 28 different organisations made up of representatives from the community, voluntary, statutory and social sectors that can all make a contribution to achieving healthier, happier longer lives for all people in the Western Board area.
The Partnership has established four themed sub-groups to drive forward the actions within the Western IFH strategy:

Central Services Agency – Regional Supplies Service
The Central Services Agency is an integral part of the Health and Social Services in Northern Ireland, supporting the activities of Health Boards, Trusts and Agencies through a wide range of regional services. The Regional Supplies Service is one of the seven business units which make up the Central Service Agency and is the sole provider of professional supplies services which include logistics, contracting and procurement to all Northern Ireland Health and Social Services Trusts and Agencies. Regional Supplies Service has been recognised as a Centre of Procurement Expertise within the Health Sector under the guidelines established by the Northern Ireland Procurement Board. This structure implements the revised Procurement Policy for the Public Sector as approved by the Northern Ireland Assembly.Regional Supplies Service currently employs around 300 staff on various sites throughout Northern Ireland and presently has an operating budget of £7 million per annum. The staff within the Directorate has a direct impact in circa £250 million per annum of Health and Social Service expenditure.Regional Supplies Service which operates on a service and budget agreement basis with all of its customers is committed to the use of the European Quality self-assessment model as a measurement of the quality and effectiveness of its activities. Atlantic Organics
Atlantic Organics is a cross border development company set up by three of the leading organic organisations in Ireland: the Organic Centre, Leitrim Organic Co-Op and North West Organic Co-Op. The company aim is to create an area of excellence in the Irish border regions as a centre for quality organic food production and environmentally friendly farming practices. This will be supported by the co-ordinated marketing of produce from the region. (www.atlanticorganics.com)
Rural Connect, Department of Agriculture and Rural Development N.I. (DARDNI)
Rural Connect aims to provide points of contact for those wishing to access DARD’s services. Whilst the main emphasis is to direct farmers and farm families to the Education, Rural Development, Rural Payments and Environmental aspects of DARD’s services, Rural Connect also aims to develop links with other organisations and services that will best meet the needs of the farming community.
